This book is about mysterious people who drain Bayport's reservoir every night. The reservoir is located next to Skull Mountain, where some strange things have happened the last few days, so that may explain a few things. Every day the water level in the reservoir gets lower! What will Bayport do with no water?! Help Frank and Joe find out who is behind all this and save the water!

Frank and Joe Hardy of Bayport are two young sleuths. Their father, Fenton, is a very famous detective, and he uses his sons to help him in the case. This mystery is a water shortage in Bayport and they are on the case. They go up to Skull Mountain and find some people living there, not including the man of the mountain. They start their investigation and are suspicious that the people causing the water shortage are on the mountain.
